Designing a Just Transition Framework for Adjacent Communities in Coal Mine Regions of Jharkhand

Key Highlights

The coal-rich districts of Jharkhand have fuelled India’s growth for decades, but adjacent communities, particularly women and marginalized groups continue to face deep socio-economic and environmental vulnerabilities. Now, as discussions around mine closure gain momentum, a critical transition is underway. This project focuses on designing a comprehensive Just Transition Framework to support communities adjacent to coal mining regions as they navigate the economic, social, and environmental shifts following mine closures. Through a participatory and systems approach, supported by ground-level research, the framework will be designed to reflect their needs, knowledge, and aspirations.

The framework itself will be robust and forward-looking, integrating detailed biophysical assessments of post-mining land to understand soil health, water quality, and ecosystem degradation. This scientific foundation is crucial for identifying viable economic alternatives. Furthermore, the framework will explicitly “climate-proof” future livelihoods by promoting sustainable agriculture, renewable energy, and ecosystem-based enterprises that are resilient to environmental changes and contribute to a greener economy. The ultimate goal is to deliver a practical roadmap that guides stakeholders in fostering resilient, diversified, and equitable local economies, turning the challenge of mine closure into an opportunity for sustainable development
