App-Based Shared Mobility: An Exploratory Study

The report aims to understand the policies governing app-based shared mobility (ASM) services currently, and prepare a roadmap to improve the services.

Key Messages

Our recommendations include:

1. Promoting clean vehicle technologies, multi-modality and high-occupancy rides

2. Developing detailed regulatory guidelines for pooled rides and car sharing operations

3. Setting up a Nodal Regulating Agency like the Unified Metropolitan Transport Authority (UMTA), to integrate ASM services for sustainable urban mobility

4. Developing guidelines for ASM data sharing to support robust decision making in transportation planning and traffic operations
